This is probably related to gender-equity.  Until a player is on the roster, he wouldn't count against the gender equity numbers of that school.  On the other hand, many women's teams have open tryouts and verify a roster above their actual numbers to help the gender equity numbers the other way.  Every little bit helps to even the number of male and female athletes at a school.
